OzTAM’s History & Evolution

2025 marked the industry transition to VOZ, Australia’s Total TV trading currency, following extensive industry collaboration. VOZ delivers national de-duplicated, all-screen cross platform data for planning, trading and reporting.
OzTAM also launched Streamscape, a new quarterly report providing the first unified, independent view of Total Video consumption across broadcast TV, BVOD and streaming platforms, bringing greater transparency to how Australian’s watch video.

In 2020, co-viewing on connected TVs was introduced to the VPM service, enabling the phased rollout of Virtual Australia, or ‘VOZ’, Australia’s Total TV measurement standard to begin. Developed in conjunction with Regional TAM and Nielsen VOZ combines broadcast viewing on TV sets with granular BVOD viewing on connected devices. VOZ test data was first released in 2021. Daily VOZ production data became available to the market in 2023.

In 2010, OzTAM introduced Time Shift Viewing, measuring playback on TVs up to 28 days after broadcast, alongside live viewing. This was the most significant change to audience measurement since people meters were introduced in 1991.
2016 marked the launch of OzTAM’s Video Player Measurement, capturing minute by minute BVOD viewing on connected TVs, computers, tablets and smartphones.
In 2018, Streaming TV Meters were rolled out to panel homes, measuring total in home video viewing across broadcast, BVOD and subscription streaming, and helping address duplication on connected TVs.

At launch, OzTAM reported ratings for five Free-to-Air (FTA) channels: ABC, SBS, Seven, Nine and Ten. As viewing technologies evolved, OzTAM expanded its measurement to reflect how Australians watch. Key developments included the introduction of subscription television measurement and in 2003 and in 2008 introduced unique content measurement for digital terrestrial television (DTT)-only channels starting with ABC2.

OzTAM was established to provide independent, industry-led television audience measurement for Australia’s metropolitan markets. The service launched in 2001 with a 3,000 home panel and quickly became the trusted source of ratings for broadcasters, agencies and advertisers.
